Introduction
The focus of this advocacy plan is on Substance Abuse and Homelessness in today's society. To analyze this policy, we will use Bardach’s (2011), Eightfold Steps Model, along with public policy, scholarly journals, and census reports on how to bring about substance abuse treatment for homeless individuals. The analysis of the policy will use the Community Assistance Act for Persons with Mental Illness. Individuals who are released from prison and or substance abuse centers, do not have sufficient housing, financial assistance and continued after care to prevent a relapse due to lack of funding. Are the benefits of treatments equally distributed among the homeless, substance abusers and ex-felons? Could funding to support these programs be realistically distributed as needed?
